In order to cook food on the street - rather than sell precooked hot dogs, for example - state law requires they have a three-compartment sink, an enclosed cooking area and ventilation. Yet San Francisco restricts the size of sidewalk carts to 3 feet long by 4 feet wide and 5 feet high, which is not large enough to contain that equipment.
